John Skudlarek

ENSURING MISSION-CRITICAL CONNECTIVITY WITH ALTERNATIVE PNT

John Skudlarek is the Director for Positioning, Navigation, and Timing in Office of the Department of War Chief Information Officer.  As Director of PNT, he provides technical expertise, oversight and broad guidance on policy, programmatic and technical issues relating to Positioning, Navigation, and Timing to integrate and synchronize department-wide programs and achieve the DoW’s Digital Modernization Strategy initiatives. Mr. Skudlarek also advises on efforts to achieve and maintain Navigation Warfare overmatch through resilient PNT for the Department of War. He represents DoW in interagency efforts defining and implementing U.S government policies and strategies for resilient PNT in support of Civil agencies and infrastructure and supports international cooperation in PNT System design and prototyping.  Mr. Skudlarek serves as Chair of the DoW PNT Working Group, U.S. Steering Committee representative to the Five Eyes Navigation Warfare Technology Demonstration and System Prototyping Memorandum of Understanding, and Executive Secretariat lead for the DoW PNT Oversight Council and Executive Management Board.  He has been named Supervisor of the Quarter and Team Lead, Team of the Quarter, during his tenure in DoW CIO.

Before joining the C3I Directorate in 2020, John served as Deputy Chief Information Officer of the Federal Communications Commission.  During his tenure, FCC IT became a federal leader in Cloud adoption, modernized key IT systems, and supported ten Spectrum auctions that generated over $72B in revenue to the U.S. Treasury.  At FCC, John was awarded the Catherine Forster Public Service Award by Chairman Tom Wheeler. From 2012 to 2014, Mr. Skudlarek was Deputy CIO at the National Telecommunications and Information Administration, Department of Commerce. John was instrumental in improving NTIA’s enterprise planning and information security posture and was awarded the Department of Commerce Bronze Medal for Superior Federal Service. Mr. Skudlarek previously served as Chief Information Officer of the Defense Security Service, United States Department of Defense, where he provided enterprise IT capabilities to 120,000 government and industry security professionals supporting over four million cleared individuals and 12,500 cleared contractor facilities.

Prior to his civilian career, Mr. Skudlarek as a U.S. Army officer.  His military awards and decorations include the Legion of Merit, Defense and Army Meritorious Service Medals, Expert Infantry Badge and French Brevet Technique.  John is a graduate of the Georgetown University School of Foreign Service.  He earned a Master of Science in Strategic Intelligence degree from the Defense Intelligence College, Washington, DC, a Master of Science in Information Management degree from Syracuse University, Syracuse, NY, and an Executive Certificate in Public Leadership from the John F. Kennedy School of Government at Harvard University.
